In fact access to the information and documents of such events, which show the intention and objectives of the decision-makers and policymakers of international systems, is not only difficult, but also impossible. Perhaps for years or even decades or centuries these data and documents will be concealed from the researchers and what are published will not necessarily reflect the facts and realities of those events, rather they will a veneer to deceive the public opinion. The September 11 event is not an exception. There are a number of questions regarding this event: who really created the event? Were the accusations the US government leveled against Bin Laden and the Al Qaeda group substantiated? Is the crisis the US created after the September 11 events, which is going to push the world to the brink of a world war, an effect of the September 11 events? Was it really a pretext for the implementation of US warmongering policies, which had been planned since long time back? There are not yet definite answers to the above questions and there will not be any clear answers to them in the near future either. Nevertheless, through an analysis of the historical backgrounds and the remarks, writings, instructions, and messages of the US policymakers and those of other political systems a great chunk of the realities may be unveiled that will show the real intention and objectives of the decision-makers and also will shed light on some dimensions of these decisions. The following general points may be made about the September 11 events: 1 Given the domestic and foreign backgrounds and in an attempt to perpetuate its supremacy in the world and solve its domestic problems, the United States had to resort to military means. Hence the September 11 events and the ensuing campaign against terrorism merely provided Washington with a pretext to march ahead and resort to military force. Due to the US helplessness and due to the fact that it is on the decline and deterioration, even the danger of resort to nuclear weapons by the US is not ruled out. 2 In line with this strategy, the US policymakers have capitalized on the Islamic awakening of the Islamic world, projecting the Islamic world as a potential and ipso facto enemy in order to launch their continuous attacks on it and if possible completely dominate and conquer this sensitive, strategic region of the world. 3 The implementation of this strategy is a matter of vital significance for the United States, that is, if Washington succeeds in this policy, it will ensure its supremacy and domination of the world for years; and if it does not succeed, it will be the harbinger of its decline and disintegration. 4 The implementation of this strategy has received vigorous reaction of the international community; hence, the US is facing serious challenges inside and outside its territory, undermining the success of this strategy. What follows is a study of the historical, political and economic backgrounds of recent developments and attempts will be made to substantiate the above points through reliance on the remarks, documents, and writings of the US officials.
