Russia and China

Despite
their differences and ups and downs in their bilateral relations during the
past half a century, Russia and China, due to their ideological proximity and
common interests vis--vis the United States, have not completely ruled out
cordial bilateral ties, while the two sides signed a treaty of friendship and
cooperation only one year before the collapse of the Soviet Union.

The
international political-military atmosphere and the existence of such powerful
leverages as NATO and to some extent the European Union on the side of the
United States in effect compelled Russia and China to forge a new axis to
preserve their interests and positions in the international arena. Hence after
the conclusion of the treaty of friendship and cooperation, the officials of
the two states announced that the document marked the commencement of a new era
in their bilateral relations.

The
statements and remarks of the Russian and Chinese officials indicate that they
criticize the military policies of the United States and even challenge them,
although the treaty states clearly that friendship and cooperation between
Russia and China is not tantamount to confrontation with any third country.

The
idea of expansion of NATO, the US attempts to create a missile shield, lack of
Washington's commitment to the Kyoto Protocol, the idea of creation of a
European army and White House's open announcement that such treaties as
Intercontinental Ballistic Missile Treaty (IBM) belonged to the past should
be abrogated or reformed have all in all caused Russia and China to conclude
that they cannot singly confront US unilateralism and hence must move towards
the formation of a new strategic axis or bloc. Hence according to some
analysts, the two countries, relying on their traditional ties and utilizing
their geopolitical resources, through creating a new powerful axis try to forge
a reliable bloc to face the Western and American political-military
initiatives. This trend will definitely lead to a new round of arms race and
emergence of several new political-military poles in the world.
