The US foreign policy doctrine in post-September 11 is based on two pillars: first, laying emphasis on the role of the armed forces in the international relations, and despite the end of the Cold War, employing its military muscles as an important leverage to have the first say in foreign policy and diplomatic relations; second, the preservation and strengthening of military might is justifiable and possible only when there is a threat or an enemy. Hence campaign against terrorism and creation of animosity with the governments with whose foreign policies US was not satisfied constituted the second pillar of US foreign policy. Therefore the US politicians introduced the Islamic World as the main US enemy and have targeted it in their military policy. In effect, this policy, which is in congruence with the Israeli policies, constitutes the foundation of the Bush doctrine.
