There are at least three theories with respect to the group or network that carried out such daring, unprecedented operations with such high precision: 1- One is the official tale by the Bush administration, which was constantly and continuously repeated by the major corporate media for the benefit of the American and world audiences without the slightest change or challenge. The story basically says that it was committed by 19 Muslim Arabs belonging to the Al Qaeda international network, headquartered in Afghanistan and headed by one Osama bin Laden who had masterminded the attacks. 2- Another story has it that this infamous deed was the work of a group immensely angry at US policies, and is determined, well-educated and technically advanced; it was very meticulously planned and then carried out by members ready to sacrifice their lives for their common goal. Advocates of this theory base their reasoning on the gigantic, global US security apparatus with its tentacles spread in every corner of the planet, with agents who seem to have penetrated vast and various number of organizations, commercial centers, governments, embassies, and every other conceivable institution coupled with mind-boggling budgets, and question why they all failed to prevent the incident. 3- The third belief heard mostly from some of the relatives of the accused in Saudi Arabia and Egypt claims that it is simply not possible that their sons have committed such a crime, and that their characters were inherently contradictory with such deeds, and all that the US government claims are a big lie. They go on to say that the September 11 attacks were either the work of US intelligence services or more likely, another dirty deed committed by the Israeli Mossad. They claim that the aim of the operations was to instigate a crisis and use that to launch a war to get the US out of its economic crisis and strengthen the American military hegemony in the world along the way. With the passage of time, the theory that the September 11 events were the work of people inside the American political establishment has gained more credence, and some individuals, both within and without the United States, courageously insist on and support this view. They cite certain facts to support their view. For instance, in spite of the fact that there had indeed been a prior attack on the World Trade Center towers only years earlier, and this would have, and should have, alerted the huge US intelligence network to the threat of the Al Qaeda, and also considering the fact that suspects apprehended after the earlier attack underwent months, and in some cases years, of intense interrogation, and that intelligence services of several countries including India, Germany, and France had conveyed many messages warning of a conspiracy and terrorist operation in the early months of the summer leading to September 11, and finally, that a series of complicated and well-coordinated operations are planned over many years and carried out with such precision that leaves the $100 billion US intelligence services in the dark and tatters, is a very strange occurrence indeed, they point out. A very important question which is yet to be answered regarding this matter is why this tragedy was not called by the US government a "crime against the American people," or "a crime against humanity," but instead it was described a war on America? Two basic reasons for this stance can be cited: First, if the attacks were called crimes against humanity, the real perpetrators would have been tried at the UN International Court of Justice a tribunal whose very existence has been opposed by the United States because of the likelihood that US leaders or those of countries friendly to the US can be tried by it for their past misdeeds. Second, and even more important, is that the US declaration of war and emergency conditions has quite widespread and deep repercussions other than simply fighting crime and terrorism, since it puts powerful instruments in the hands of the American ruling establishment enabling them to use a golden opportunity to carry out domestic and international policies which they had only dreamed about hitherto. For the thinly-veiled goal of the United States since the fall of the Soviet Union and the events of September 11 has been a world order which is custom made to its aims, policies, and criteria. The objectives of this world order are: 1 - The US government is pursuing a world order based on total hegemony by itself and is doing so using all instruments of power at its disposal, with a special emphasis on the raw and brute use of military might; it also has done its best to postpone the eventual emergence of a multi-polar world order. 2 - Since this US endeavor is not within its power mostly because of the lack of necessary cooperation from countries such as France, Germany, and Russia with US policies the US leaders will most likely opt for a bipolar world structure complete with new criteria and cultural standards and rules (a policy of confrontation between Islam and the West). Accordingly, the American ruling establishment will also quite probably attack centers and important and strategic regions of the Islamic World and will do its utmost to conquer these regions. Thus, to achieve these aims it must overplay the threat of any real or perceived enemies in the Islamic World and will quite likely use any and all available instruments and levers of power at its disposal. 3 - Since the US ruling establishment believes that in confrontation between the West and the Islamic World, the brand of Islam that has roots in Iran is the major threat, and that the Islamic Republic of Iran will gradually become the center of gravity for the world of Islam, thus, Iran must be subjected to a multidimensional and comprehensive containment policy, which of course, would pose threats to the Islamic Republic's national security and other interests in every conceivable way and dimension. In the following pages we will explain in detail that the US military strategy with respect to this event was well-prepared and contained political, economic, and military aspects and dimensions and had not events of September 11 occurred, American policymakers would have found another excuse to carry out their plans and policies.
