This directory contains JRun utilities and executables.
One extremely useful program in this directory is sniffer.exe, an HTTP sniffer that can be used to look at raw HTTP response data.
Another invaluable utility is wsconfig which can be used to interactively connect ColdFusion to IIS and Apache servers.
