This class provides static (shared) helper methods. The
UrlEncode( ) and UrlDecode( )
methods are the same as those provided by the
HttpServerUtility class for encoding a string into
a format that's safe for use in a URL. Additionally,
a UrlEncodeToBytes( ) method is provided to
convert a string into an array of bytes and a
UrlEncodeUnicode( ) method to convert a string
into a Unicode string.
