This delegate specifies the signature an event handler method must
have in order to receive the ServerValidate event
of the CustomValidator control. This delegate uses
a special System.EventArgs object,
ServerValidateEventArgs, which passes the value
that needs to be validated and allows the event handling code to
specify whether validation was successful.
