The Action button in Address Book acts just like any other Action button. The items available and active depend on what you select before you open the menu. In this example, two cards were selected, so the "Merge Cards" option is available. I had also clicked on someone's address, so "Map This Address" is available. Generally, the options you see in this menu are the same as you would find in a contextual menu for the same item.
