Another Document
As I mentioned before, one quick way to narrow down the problem is to create a new document and try the same tool or operation. If it works, then there was a document-specific problem, such as a hidden layer or a selection; if the problem persists in the new document, the issue is more likely a tool setting, or a greater problem that fits into the weird or unusual category.
