III VENDOR INSTRUCTIONS



General Instructions on Proposal Format

To simplify the evaluation and selection process, the submitted proposal must be prepared following the order of Section IV, Technical Specifications and Requirements. ABCD's evaluation process incorporates the placing of a weighted point value upon each item of information specifically requested in this RFP. Failure to complete and follow the response format in the required sequence, even if addressed elsewhere in the proposal document, may result in diminished value being accorded to a vendor's response.



Special Instructions



Services

Vendor shall provide both hot site and work area site services. Vendor shall provide access to the work area site and hot site within two hours after notification. Following a declared disaster, ABCD shall be permitted to occupy the hot site and work area site for a period up to six weeks and the cold site facility for a period of up to twelve months.



Contract Term

Vendor shall provide pricing for 1, 3, and 5 year term(s).



Vendor Contract

This RFP and the successful vendor's response will be part of the final agreement. Vendors should bear this in mind, and should not include any items in their proposal which they are not prepared to include in a contract.



Price Guarantee

Vendors must guarantee, within the response, that all cost information provided shall be valid for a period of 120 days.



Authorized Signature

Vendor's proposal must represent that it has been executed by an individual authorized to legally bind the vendor.



Exceptions

Each proposal shall clearly identify any exceptions to the mandatory requirements, explain each exception and describe any recommended alternatives. Failure to clearly identify any exception to any mandatory requirement will constitute a representation by the vendor that it will fulfill the mandatory requirement for no cost in addition to those set forth in the vendor's proposal.



Proposed Recovery Configuration

Any hardware or communications equipment proposed by the vendor which is not currently installed and operational shall be clearly identified. By proposing such equipment, vendor agrees to have the equipment installed and operational within 30 days of contract award

Vendor shall identify the number of alternate recovery sites which are capable of ABCD's configuration as provided in this RFP. Vendor shall identify the proposed sites as primary or alternate. If sites are not dedicated to recovery, they should be specifically called out.



Prime Contractor

Please identify any part of the services described in your response which are not provided entirely by your company. Please provide full operational documentation for any business partner and identify and explain any differences. Explain the rationale for proposing a partner versus a single source location.



Single Site/Single Source

Please identify how every site involved in your solution is configured and staffed. Explain how multiple sites will be coordinated. Explain, in detail, how the network will be recovered and managed.
